Why are Maclin and Kelce not producing?

I have Maclin and Kelce on my FFL..(and Charles). REALLY pissing me off Kelce isn't producing. Really he needs to be the #1 receiving option on this team. Alex Smith just isn't getting him the ball. 1) No he doesn't. He needs 6-7 looks a game and needs to be a blocker on half of his snaps. Doesn't get enough credit for his run blocking.

Kelce should be north of 10 targets every game until defenses decide to shut him down.

He had 100 looks last season averaging between 6-7 looks a game. Where was your opinion then?
