I think you meant the decking and not underlayment. Underlayment is for flooring. Are you replacing a section of decking or the entire square footage of the home?
Those clay tiles are probably wire tied and mortared together, so it would be a job to get to the decking. They could be clipped and nailed to battens which would be an easier job. I live too far away from AZ, but i hope you find someone reasonable.
