Those clay tiles are probably wire tied and mortared together, so it would be a job to get to the decking. They could be clipped and nailed to battens which would be an easier job. I live too far away from AZ, but i hope you find someone reasonable.

Underlayment/felt is definitely a roofing component and it is fairly common to have to replace the underlayment on tile roofs. Im assuming he has an organic natural felt that turns to shit after its been on the roof awhile.
