Here's how it works: if the personnel guy is with the Chiefs and he is popular with the fans, he gets credit for the players that turn out great. If the players suck, it's someone else's fault.

When the personnel guy leaves the Chiefs, the credit for drafting the good players is transferred to the personnel guy who is still here, but the guy who left assumes the blame for the busts.
