Well this clearly is a situation where a guy with clout and power is using it in an inappropriate way. Further, it's creepy because the guy is old enough to know better and is still doing it.

I'd suggest you load his coffee up with a serious laxative and call it even.

If it's really persistant the best way to embarass him is to call the wife or tell a colleague of his with morals what he is doing. Also if the town is small enough getting the word out might embarass him as well.
