Because the New World Order leaders see it as a way to first destroy a large percent of the population in an overpopulated planet. Second, it creates incredible global chaos those in chaotic situations respond favorably to leaders that give them hope and change for the better (see Obama). Now you have your new world order with an all powerful and wealthy leadership group in charge of a planet able to sustain itself due to a vastly decreased population. Of course, I'm not gonna let all this crap happen. I have a plan.
