Yes, I believe part of the reason they do this is to pimp their weather coverage in hopes that you'll more likely tune in to their news broadcasts.

Christ, if there's a threat in my immediate vicinity, the game becomes irrelevant to me and I will take the necessary measures to ensure me and my family's safety. But if the threat is two freakin' counties away there's no good reason for me to not be able to watch the game.
