According to the report, the league sources say the NFL determined 11 of the 12 footballs used by the Patriots were under-inflated by two pounds per square inch each. Per NFL rules, footballs are required to be inflated between 12.5 and 13.5 PSI and weigh between 14 and 15 ounces.

They can't actually prove anyone specifically did anything. But they do know that someone from the organization deflated the balls.

They can't punish Brady, the NFLPA won't allow it without proof.

All the NFL can do is punish the organization as a whole.

You may well be right that that is what the NFL will do, but it doesn't exactly seem fair to "drop the hammer" on the Patriots while doing nothing to other teams. The vikes and jags got a "don't do that again" "punishment".

I think it's their easiest out other than just not doing anything at all.

They say they find no evidence of cheating but because the Patriots presented balls that didn't stay at their necessary levels, they are forced to take harsh action.

they already had a chance to 'not do it again'

You do realize that the NFL is investigating the Browns, right?

But I'm sure Goodell has it out for the team owned by Kraft - the guy who got him the commissioner job, has been his biggest supporter, invited him over for dinner before the AFC title game, etc. That makes sense.
