According to the report, the league sources say the NFL determined 11 of the 12 footballs used by the Patriots were under-inflated by two pounds per square inch each. Per NFL rules, footballs are required to be inflated between 12.5 and 13.5 PSI and weigh between 14 and 15 ounces.

Why?
They measure each ball and see if it is in the acceptable range
I think between 12.5 and 13.5 PSI
If it is then they mark it
Each ball that is used has been marked to signify ref approval

Mike Pereria said for playoff games one of the head refs checks each ball to ensure they are legal

There is no reason to think the refs did not check each football
No reason to think each football left that room in anything other than the correct pressure

Good lord.

There are millions of cars out there driving around that don't fit all sorts of laws. Whether theres a broken tail light, bad emissions, invalid registration. These cars can have their own damn parade in front of a cop shop and until they see the tail light, or smell the exhaust, or run the plates, there isn't a problem.

Of course, these people don't drive in front of the cop shop, because they know they would get in trouble.

Successful completions, and the occasional scramble are Brady's job.

I can easily see a case where a guy that can't see Hali getting a choke hold five feet in front of him, while staring at him, could just as easily miss the fact that the balls were under inflated with a squeeze test.
