I think Atlanta is easily the strongest. Bartkowski, Ryan, Chandler, Vick, and Hebert were decent and total 33 years of service. That's not a recipe for a Super Bowl, but their QBs weren't hurting them in most years.

I'd probably list Baltimore second, and maybe even first. If you scale up for 50 years, 20 years of Flacco isn't a bad fate, and they had a few other fading veterans who were okay.

I'd list Cleveland third. Sipe was okay, and Kosar and Ryan were pretty good.

I'd list Chicago last. They're a disaster. Cutler is their best QB of the past half-century.
