You need people everyone knows in there to make it work and the backing of the site to pull it off. The rules would be simple. Same as the lounge. Everyone already knows those rules.

Tough to say if it would be a 24/7 thing, but of course the biggest step would be having any kind of presence at all and laying out new rules..... on one hand, I'd like to believe laying out those new rules and enforcing them for a few weeks would do the trick. OTOH, given the current state of my facebook feed, that might be a bit naive.
