Non-exclusive franchise tag player may negotiate with other NFL teams, but if the player signs an offer sheet from another team, the original team has a right to match the terms of that offer, or if it does not match the offer and thus loses the player, is entitled to receive two first-round draft picks as compensation.
That way Berry gets to see a true market value and the Chiefs get to match or get to negotiate a trade for draft picks. Maybe Berry won't be so pissed if he sees the offers from other teams. Chiefs will also get to see his league value.

That way no team will get cute with some Poison Pill type contract either because the 2 first round draft picks is looming in the background.
If it's a fair contract that is just more than the Chiefs are will to pay, then the 2 teams will likely negotiate a trade for less than 2 first rounders. If it's a dick move then the Chiefs can just flip them the bird and demand the full tag trade value. I don't think there is anyway a team will give up a huge contract and 2 first round picks for any safety. So it will have to be a mutually beneficial agreement for all parties.

Non exclusive tag is way to go. It is uncharted territory really because it will be a record deal for a safety no matter where he signs. Best case he sees what is out there and the chief's offer was right ballpark.

I agree, he is going to be the highest paid safety in the league no matter where he goes. He may not find that the grass is THAT much greener, but it would also give the Chiefs a chance to see if they're in the ballpark.
