It doesn't really matter who is at the other positions because they have their own duties. Duties overlap, but that doesn't mean you need the crew to have worked together.

One way I can see it mattering is when it comes to discussing calls. Refs review their performance and that of the crew after a game so if they know from experience that certain discussions or opinions are more likely to lead to correct calls or picking up flags then they can better trust each other during the game.
