You can buy a "service vest" on Amazon, slap on any dog you want, and you have a service dog.

Seeing it all over the place and businesses can't say anything about it because there's no such thing as "certified and regulated".

And the worst part is that it's illegal for businesses to ask a person for proof that a service animal is actually trained in the slightest.

Fairly legit looking paperwork can be had online for free.

That's true...but it's legal to ask what service the dog performs...but not legal to ask the person what their disability is...weird distinction, but what I've read. So, if the people say it's an emotional support dog, you don't have to allow the dog into your place of business...although in almost every situation I've seen, they avoid the conflict of some a-hole raising hell.
