Started last year, IIRC.

You saw DEFENSES routinely getting penalized for it because DBs would go below the OL waist on sweeps and it was called a 'block' for whatever reason.

It's just another stupid overcorrection by the league. I'm sure somebody got hit with his foot stuck in the turf, his knee got hurt so it's time to pass some ****ing rule that has no chance of being uniformly enforced.
