Reason why they don't use beefier bikes? Seems like common sense doesn't it?

Speed.
Between each sector of cobbles are many kilometers of regular pavement. Heavy beefy bikes/with large tires couldn't keep up. At one point some racers tried shocks but it fell out of favor. Tires do make all the difference in this race as punctures are common especially in the 5 Star Sectors of Cobbles.
