Marginal. It runs windowed games better, which is pretty important if you use multiple monitors. It's a bit better with RAM management and SSD reads. From everything I've seen on it, those things are not drastic.

You are using a 12th gen Intel processor, so yes. Windows 11 supports specific support for Intel processors that have individual performance and efficiency cores, like yours. Win11 would absolutely benefit your CPU and improve performance.
