Because he has to look back and see if the ball is in the air, whether it's defensive holding or pass interference.

Watch it again. The ref was reaching for his flag while the ball was still in the air.

The reason he didn't throw it immediately is because he had players right in front of him. The league instructs officials not to throw flags with players in their vicinity ever since that guy got blinded catching a flag to the face. It's a player safety issue.

The idea that he waited until the ball was picked to throw the flag is 100% bullshit.
