I think BAL has to be the team. Ertz might not be much of a run-blocker, but he can still run routes and catch the ball, and be a big target in the RZ/EZ. And Lamar needs a TE security blanket badly.

It's very likely given his contract that he won't be claimed, but after the trade deadline all players are subject to waivers after being released.

Dude's base salary is $8.75 million; so acquiring team is going to burn about $3 million in cap space on him.

He'll go unclaimed. The teams late in the order will spin the wheel and take their chances and I'm betting ONE of them already had an under the table agreement lined up with his agent before he made the request.
