I have a vague remembrance of a player choosing to stay on a teams practice squad instead of going to another teams 53. I'm old and it's kind of foggy though or maybe my mind is playing tricks on me. Most players want the pay raise but I could see a guy like Pennel sitting tight if it's possible.

Edit: I googled and here's the answer from AI.

Players on an NFL practice squad cannot stop themselves from being claimed by another team if that team wants to sign them to their active roster. However, if a player is offered a contract by another team, they can decide not to sign it and remain on their current practice squad.
