Is the 1980 "Popeye" movie with Robin Williams the absolute WORST movie ever?

I loved Popeye as a kid. I think i actually saw it and Flash Gordon (another guilty pleasure of mine) in the theaters about 3 or 4 times when i was like 9 or 10. Popeye was actually the film that sank Robert Altmans career for about 10 years or so because it was a huge financial flop, but its actually not that bad.

Ishtar is another film i saw in the theater and ill stand by that film to this day. I actually think its very funny. The parody songs in it are true genious. The performances by Beatty and Hoffman crack me up everytime. It needs to be re-released on DVD special edition so it can get a 2nd chance on life.
