Only as odd as you want to make it bud.

You are correct. You will draft until you have a 20 man roster and 3 PS members so technically to 23. It will always be 40 years of contract every year. If you do not intend to sign a PS player go ahead and drop that player.

Please DO make sure that all of your remaining players ARE designated as keeper on your team page though. Would hate to see players accidentally released to the draft because the owner forgot to do this.

You can tie a player up to the PS for as long as you want. You are still limited to a total of three. So if you keep a player from last year on the PS then you can draft 2 more to add to your PS this year. You could keep all 3 tied up to PS for the next three years if you wanted too.

the main rule is that PS players can only be carried over from a previous year or be added in the current year via the draft. You can't make a trade for somebodies contracted player and put him in the PS or add a player from waivers and put them in PS.

Hmmm, I'm not sure if I like that you can do it permanently. I think 2 years would be more then fair to keep people from tying up a lot of decent players.

I'm not angry or anything, just not sure I like it

Well, if they are just tying them up, they are wasting the player for themselves also.

Here is the official rule...

3B. Practice Squad (PS)
During the course of the draft, an owner may select players to be placed on his practice squad (PS). These players are considered “inactive,” but remain the property of the owner. Only players that are obtained during the draft are eligible to be placed on the PS. The practice squad is limited to a total of 3 players.

There is a player on my PS that I was interested in signing, and I thought he was going to be dropped into the draft pool until I read that.

Just to make sure I have this right, if I want to sign someone from my current PS, I need to wait until after the draft to do it. And when that happens it will free up a PS spot for someone I just drafted.
