Sometimes, things like this are better if they are slightly outside a metropolitian area.

They had the land in NKC ready to go. The NASCAR people wanted more tax increment fiancing to build some roads and KC said thats all we got. They thought NASCAR was bluffing because they didn't think NASCAR would go to the boondocks in Kansas.
