What exactly do you need to build this? Somehow you have to get it to take a cable in, right?

I love this stuff and have been using it ever since the 360 came out. All you need is a tuner card ( or 3) in your computer and a wireless extended connected to any tv you want to stream or watch recorded TV on. I am using 3 xbox 360s ash extenders
