I was under the assumption that insurance agencies will do what ever they can not to pay and a report is the only way to do it.. Unless the person says they hit your car and will sign a confession..

About 7 or 8 years ago, I rear ended someone (with my car). I gave him my insurance. I went home and called my insurance company, and he had already beat me to it! It just felt wrong not to fill out a police report, so I did a walk in that night.
