Dumbass. That expansion draft LOADED that team, and they changed the rules big time when the Texans came in because it gave the expansion teams a huge leg up. Jacksonville was also one of the most talented teams in the league because of it.

Dude. Fox didn't inherit an "expansion" team. They were in the league for almost a decade before he took over the team.
