IMO, the NFL should adopt the 15 yard pass interference penalty.

I've always liked the idea of an "incidental" and a "flagrant". For most of the ticky-tack PIs they call nowadays, an "incidental" 15-yard call is fine; for the rare cases where a defender mugs a receiver, call the old-school "spot of the foul".

The scheme has potential for massive controversy, but that's a really cool idea.
