Might be uncool to be so optimistic, but if we draft around 22+ next year, what will we need to trade in order to jump into the top 3 - 5 to get that franchise QB?

According to the Draft Value Chart: The rest of the 2013 draft plus the 2014 1st.

In 2009, the New York Jets traded up from 17 to 5: They gave up their 2009 1st (17 overall) and 2nd, and three players (defensive end Kenyon Coleman, quarterback Brett Ratliff and defensive back Abram Elam. Ratliff).

In 2011, the Atlanta Falcons traded up from 26 to 6: They gave up their 2011 1st (26 overall), 2nd, and 4th, and their 2012 1st, 2nd, and 4th.

Having another first rounder next season totally changes things in that scenario.

Yes, it would. I'd love it if your dream scenario took place. Turning this year's first into a 2012 2nd and a 2013 1st seems like an incredibly remote possibility to me though.

The value of a pick drops by about a pick each season. We would be trading our number 11 for 2 second rounders in that respect. I think that is easily doable. It's probably below chart value, actually.

The reason I think it's a remote possibility is because I don't think anyone will want to trade up to 11. I doubt that Tannehill or Richardson (especially Richardson) drops that far and even if they do, I doubt that the right teams would want to trade up in that way to get either of them. It's not that I think the value is out of whack.

yeah, but with our luck the team we trade with will go deep into the playoffs this year and we will be stuck with a pick in the late 20s instead of the high pick we were hoping for.

We shouldn't be thinking 3-5. That's going to be damn near impossible.

We should be hoping (and expecting... in my opinion) that this will be a deep QB class where you can jump into the top 10-15.
