Actually, it's too much of a judgement call; I can recall plenty of times a certain nameless QB would throw balls that no one could catch and DPI was a result. If the ball is that badly underthrown, perhaps treat it like a tipped ball and no DPI.

Besides, a good DB will hold a WR when he's beat and get the 5 yard holding call anyways if he can.
DPI already requires that the ball be catchable, which is a judgment call. In the case of the bills Broncos game that ball was catchable.

They have uncatchable they can use but they just never use it. That is one thing that needs to be more utilized.
