If I thought we could get him at a bearable price. The problem is that we have the LJ/Allen situation coming up and another big contract added makes that even harder. Samuel isn't going to play here for chump change.

Depends on whose contract we have to sacrifice in order to get him. I imagine in order to make the cap work, it would have to be horribly incentive laiden and backloaded. I'm sure since the dude is willing to wait until week 10, he is looking for guarenteed dollars, which as previously suggested, we may not have.
