9-on-9 is usually without the DBs/WRs...."in the box" drills, emphasis on run defense....and LBs & Safties covering TE and RBs out of the backfield.
11-on-11, is full fledged scrimmage, though situational emphasis is certainly scripted as a part of it....for example, two-minute drill, third and long, fourth and short, goal-line, etc. 7-on-9........maybe pass "O" versus dime coverage?
