In common American lexicon, I think it would be read as "Just A Dollar."
If you argue that it says "Just A One Dollar", then perhaps you should be more literal and conclude that it says, "Just a Dollar One Point Zero Zero".

This thread brings up a few pet peeves of my own.
1. PIN: Personal Identification Number 2. VIN: Vehicle Identification Number Why do people say, "PIN Number" and "VIN Number?" It's redundant. It's, in essence, saying, "Personal Identification Number Number" and "Vehicle Identification Number Number."
