If you're going to use him like Victor Cruz, OTOH, you can get by with it. It just depends on how you want to scheme. I don't think Conley works as a 'conventional' slot receiver, but there are ways to make him function well inside. I just don't think those ways jibe with how Reid likes to use the WCO.
