From what I remember after the contract was signed, and supported by this post from Arrowhead Pride, Cassel's base salaries and bonuses for the first two years ARE the $28M.

You have to do the math -- they list $11.25M as his total bonuses over the first two years, and his first two base salaries in that table add up to $16.25M -- but $28M is the total.

If that info there is accurate, he's also got a nice roster bonus due in 2011 -- year three -- which would be an incentive towards parting ways if he's not earning his money.
