We have some really curvy roads here in Independence, like Blue Ridge Blvd. Many of the homeowners have put big blocks of limestone across the front of their yard, or concrete poles in a picket across their property so a car won't come flying into their house. You may need to do the same thing to protect yourself.

He's in a Homeowners association, he can't paint his house unless it is voted on by committee. Actually I'd bet he can't pass gas without some sort of restriction on his deed.
