Except the ref doesn't need to unless the league office tells him to. Would it be nice if he had? Sure, but Toney was clearly offsides, and the official is under no obligation to let him off with a warning no matter how many times he did so on previous plays.

Bottom line, don't ever give the refs a green light to throw a flag for such a dumb penalty. Move the **** back.
