Why isn't off-the-ball hack-a-Shaq totally illegal?

I was watching the Spurs play the Suns last month, and late in the game they just sent guys at O'Neal to foul him, even if he wasn't even on the offensive half of the court yet. Shaq would juke and boogy, trying to get away from them. It was every bit as ridiculous as it sounds.

I thought there was some sort of rule there, and today I run across this on Wikipedia, talking about Wilt Chamberlain:

Why only the last two minutes? Isn't this tactic ridiculous at any time?

Why didnt Shaq learn to shoot a free throw 15 years ago?? Teams have tried the hack-a-shaq his entire career.

Is that why nobody watches the WNBA? I can't watch women's basketball, its just such an inferior product. Even highschool men are more entertaining. Basketball is so dependent on athleticism that watching a bunch of slow small women attempts layups isn't entertaining. Tennis is ok though.

Legit? Certainly. Works? Not really...at least in Shaq's case.

The Blazers tried doing it years ago, and ended up losing every game they employed the strategy. This is the reason that teams didn't Hack-a-Shaq every game.

One of the reasons why I don't watch the NBA. It's turned into complete crap. You can't touch a guy in the lane without getting called for a foul. Teams fouling a bad free throw shooter in the first quarter in order to get him out of the game. These trash players getting called "great" by the morons on the TV because they can fly twenty feet down the court in order to get a foul called against the offensive player. It's embarrassing watching seven footers flop from the slightest touch. And yet you have to flop because it's the only way that the NBA allows you to play defense nowadays, because they call fouls on the slightest touch. The NBA is an abortion of what it used to be, and it sucks.
